Al Franken's Air America probably pilfering from charity

This is an interesting report about how Al Franken's Air America Liberal Talk Radio network was "borrowing" money from a gov't-funded charity. a) How in the world does a charity--funded by gov't, have enough money to loan it out? b) is there now any question that Air America is a flop?
