Were National Guard troops late in coming?

Some people (it seems like ALL people because the so-called MSM is pounding its message home) are charging the Federal gov't failed to adequately deploy National Guard troops to New Orleans after Katrina, but was the Federal Gov't (or anyone, for that matter) at fault? In a word, No.
