Ironically, a diplomat during the poll-driven Clinton Administration had the gall to tell a Taliban official, "that the role of political leadership is to shape public opinion, not to decline to act because they think opinion is otherwise."
The context was a point in 1998 when the Taliban was hesitant to turn over Osama Bin Laden to the U.S. (though they did offer to allow the U.S. to "assassinate" him).
