[Black U.S. Senate candidate Michael Steele]'s become something of a darling of the GOP, which is always short of strong black candidates and hard-pressed to win black support. No doubt that the second assertion is true, but you don't think it has anything to do with the Liberal meme about Republicans and race, do you?

Nope, it comes from repeated efforts by Republicans (and their minions in talk radio land) to attack any programs that might help minorities, such as Affirmative Action, social welfare, HUD, increased funding for public education, etc...Oh, and Katrina sure didn't help the Republicans gain any trust among African Americans either.
I know the meme among Republicans is that Black people have been tricked into supporting Democrats, but the truth is Black people are smarter than you give them credit for, and they know the difference between a party that will simply repackage their same goals (abolish public schools, create a theocracy, eliminate social services) as ideas that will benefit poor African Americans...and a party that has been at the forefront for the past 40 years in trying to eliminate the economic gap separating Whites from Blacks in American society.
By coincidence, I just posted something on the subject of ill-fated though well-intended gov't efforts to redress past discrimination.
Oh; and, no, I don't believe that Blacks have been "tricked" or aren't "smart." And though I think Democrat Policy is largely doomed to failure, I'll give Dems the benefit of the doubt that efforts along the lines you've asserted are well-intended.
